Bill graduated from the Pennsylvania State University in 1969 with a B.S. in Science, major Chemistry. In 1975, Bill graduated from The George Washington University with an MBA in Finance and Investments.

He received a commission as a Supply Officer in the U.S. Navy in June 1969 and served aboard the U.S.S. Waccamaw as Department Head. In 1972, Bill was transferred to the Naval Fleet Intelligence Center Norfolk, VA to serve as the Chief Financial Officer. He developed the financial plan for the merger of the Fleet Intelligence Centers Europe and Atlantic and received the Navy’s Commendation Medal for this effort.

He served as a consultant with CACI, Inc., an international consulting firm where he developed a financial management information system for the TRIDENT Submarine Administrative Supply Support Division located in Mechanicsburg, PA.

In 1978, Bill received an appointment as Instructor of Finance and Accounting at Penn State’s Harrisburg campus. He taught courses in corporate, investment, international, and real estate finance, as well as cost accounting. In addition to his teaching responsibilities at Penn State, he operated a small consulting practice. In this capacity, he performed the duties of a CFO. He has also served as the Project Manager responsible for the design, development and implementation of both stand-alone and network automated financial management systems.

For the past thirty-five years, he has been involved in numerous investment vehicles including the stock market, commodities market, futures market, and real estate. He has extensive experience with margin trading, hedging, short selling, and the call and put market. His Master’s thesis was on the statistical valuation of call options in what was then a very new market.

Bill is a member of the American Association of Individual Investors. In addition, he services as a director on the boards of several local firms. At Kern and Company, Bill oversees Business Consulting services and staff training programs.

Bill’s interest and hobbies include international travel, golf, mathematics and science, and, along with his wife, he provides parental guidance to his son, daughter-in-law and granddaughter.
